Our Leadership Team
Muka Chikuba-McLeod has served in senior and executive capacities at JSI since 2002, including chief of party for several of its largest global health initiatives and country representative in Zambia for five years. Chikuba-McLeod brings over 30 years of experience in medicine, epidemiology, international health, and development. During her 22-year tenure at JSI, Muka has managed several of the organization’s largest multi-country and bilateral projects. She served as executive vice president for the International Division. Muka holds an MD from the University of Zambia, an MPH in International Health from Boston University, and an MSc in Epidemiology from Harvard University.

Janice Clark has more than 20 years of financial management experience in a global environment for both for-profit and nonprofit organizations. Before becoming the chief financial officer for JSI and World Education, Inc, Janice was the controller for World Education, Inc. and prior to that, the contracts and grants manager at JSI. Janice has a BA in philosophy and English from Boston College; an MA in philosophy from Boston College; and an MBA from the University of Massachusetts, Amherst.

Frank DeSarbo applies his more than 25 years of experience in human resource management and business operations to cultivate and enhance JSI’s people and culture. His career has primarily focused on the government and international development sectors, allowing him to contribute significantly to the growth and stability of organizations through effective human resources strategies and operational oversight. Frank has a BS in management, marketing, and finance from Siena College.

Mira Levinson is the interim co-executive director of JSI’s U.S. Health Services Division and the director of JSI’s Health Services Boston office. Mira applies a system-wide and equity lens to her project work and her management and staff development roles. Mira’s focus areas include health care policy implementation, capacity building assistance, and quality improvement. During her 30 years in public health, she has led multi-year monitoring, evaluation, and data reporting activities for federal, state, city, and community-based programs. Mira has a national reputation in HIV and infectious diseases and has led many of our key projects in this area, most notably for the HRSA HIV/AIDS Bureau and the Massachusetts Department of Public Health. She holds a Bachelor of Arts from Hampshire College and a Master’s in Public Health from Columbia University.

Kate Onyejekwe has worked in public health for more than 25 years. She has technical expertise in family planning and reproductive health, maternal and child health, immunization, HIV, gender and youth programming, community health, capacity building, and pharmaceutical management. Kate oversees the division’s portfolio of global programs, core competency centers, and corporate services teams. She also supports JSI’s new business development. When she joined JSI in 2015, Kate was the Maternal and Child Survival Program’s country support manager, interfacing with USAID bureaus and missions, ministries of health, international agencies, and other partners, and helping secure JSI’s technical footprint in 14 countries. Before JSI, Kate had a variety of roles at Management Sciences for Health and Pathfinder International.

Erin Owens has worked in public health for more than 15 years, designing and implementing programs in sub-Saharan Africa, Asia, and the Middle East/North Africa. As vice president of business development, she leads JSI’s strategy for program design and development across funders. Erin has experience managing programs and teams under global and in-country mechanisms and in the field as deputy chief of party/deputy project director. Before JSI, Erin held leadership positions at Chemonics, PATH, and RTI International. She has an MPH with a focus in program design, monitoring, and evaluation from George Washington University.

Brian Parker is known for his strategic vision and leadership across finance, technology, and federal agencies. During his more than 20-year career, he has driven innovation and operational excellence through his roles in public and private sector organizations. Brian has an MS in technology management from George Mason University and completed the Chief Technology Officer Program at Wharton Aresty School of Executive Education. His professional certifications include CISSP, PMP, ITIL V3, Certified SAFe Agilist, and Certified Scrum Master.

Antonia defines and executes strategies to advance thought leadership, promote program quality, provide robust technical assistance, and cultivate technical excellence and innovation. She coordinates across projects and program areas to ensure that technical expertise is visible across the division and to support JSI’s global technical talent pipeline. Previously, Antonia was the executive director of JSI’s World Education Division, where she provided leadership across international and U.S. education and socioeconomic equity programs and oversaw the World Education, Inc. merger with JSI in early 2024. Antonia joined JSI in 2019 as co-director of the Center for HIV & Infectious Diseases, bringing 17 years of experience implementing large-scale HIV, malaria, TB, reproductive health, and child survival programs in Asia, Africa, and Latin America. Antonia has extensive experience mentoring team members to implement high-quality relief and development programs. She has significant representational and grants management experience with major international and private funders, and an MSc from the Harvard School of Public Health.

Rachel Tobey is the interim co-executive director of JSI’s U.S. Health Services Division and the director of JSI California’s office. Her expertise includes health policy research, development, and implementation, with a focus on how payment and financing can shape and support care in systems serving Medicaid populations. Rachel has 25 years of experience in health care and policy and more than 10 years’ experience working with community health centers to meet patient needs and improve health equity. Since 2017, she has been co-director of The Delta Center for a Thriving Safety Net, a national initiative that convenes state primary care and behavioral health associations to advance policy and practice change. Rachel has also served as a leader of the Delta Center California initiative and as a subject matter expert on California’s development of an alternative payment model for community health centers. She holds a Bachelor of Arts from Stanford University and a Master’s in Public and International Affairs from Princeton.

Edward Wilson, MmSCM, MS, has more than 30 years of experience leading complex, multi-country public health initiatives. He oversees a team of ~3,000 people in 40+ countries, ensuring consistency of division-wide operations and a shared identity; leading strategy development; ensuring financial health; and guiding funder relationships and strategic partnerships. Earlier, as IQC manager for the USAID | DELIVER PROJECT, Edward oversaw a $1.5B supply chain that reached 114 countries with essential medicines and medical supplies, while also leading a technical team providing supply chain technical assistance in 65 countries. He also directed JSI’s Center for Health Logistics, providing strategic oversight for 36 projects to expand access to critical medicines and medical supplies in Asia, Africa, and Latin America. As director of the Partnership for Supply Chain Management, Edward manages the sourcing, procurement, and delivery of over $398 million worth of HIV, TB, and malaria commodities to 110 countries annually.
