Background and Justification

JSI's central strategy is to strengthen the capacity of the Ministry of Health (MoH) and the Expanded Program on Immunization (EPI) to design and implement a behaviorally informed plan for the introduction of the HPV vaccine. JSI will draw upon lessons learned from HPV introductions in other countries, experience as a critical partner in the full portfolio planning (FPP) process, and experience supporting the development of an Equity Accelerator Fund (EAF) proposal in Haiti. 

For this work, JSI’s objective is to work with the EPI, health practitioners, education officials, PAHO, UNICEF, CDC, Gavi, and other partners to develop a well-thought-out, detailed, and sustainable plan to introduce the HPV vaccine. This involves developing the HPV strategy, preparing the financial support proposal for its introduction along with all necessary supporting documents, and addressing feedback to finalize the submission.

Purpose and Objectives of the Consultancy

The purpose of this consultancy is to lead the HPV application budget development in coordination with the EPI. 

Responsibilities

The Consultant will complete the  following specific tasks:

  • Coordinate with EPI and partners to ensure activities are budgeted for and are in alignment with the full proposal

  • Collaborate with the New Vaccine Introduction Consultant to ensure the TWG subgroups’ detailed budgets are accurately documented and formatted correctly. 

  • Support the development and drafting of any additional application requirements in close collaboration with the New Vaccine Introduction Consultant and stakeholders, as needed. 

  • Co-facilitate, with the New Vaccine Introduction Consultant, an in-person stakeholder meeting (to be held in Panama or another nearby country) to validate and approve the HPV application. 

  • Ensure all budgetary aspects of the support detail document are complete and accurate

  • Support key stakeholders with requested revisions by Gavi to the application.

  • Any other necessary tasks related to this assignment, upon request by the project Team.

Required Skills, Experience, and Qualifications

  1. Strong knowledge in Finance, Public Health, Monitoring and Evaluation, and Immunization.

  2. Post-graduate degree in public health or equivalent and at least 8 years of experience in developing countries at national and sub-national levels.

  3. At least 8 years experience in developing and monitoring large-scale budgets.

  4. Ability to coordinate with and lead a wide range of stakeholders in developing various components of the proposal in person and virtually as needed.

  5. Strong Excel skills required including: formatting cells and conditional formatting; producing pivot tables; generating charts in excel; setting up data protection and validation; advanced use of filters and formulae and other data manipulation functions to increase speed of data entry and cleaning of primary data.

  6. Familiarity with routine immunization, immunization-related projects, and the Gavi Zero-Dose Strategy and Learning Agenda desired.

  7. Experience with developing and submitting proposals to Gavi, desired.

  8. Detail oriented, with good time management skills required.

  9. Creole-French written and spoken required. English written and spoken is desirable.

  10. Excellent written and oral communication and computer skills. 

  11. Familiarity with primary healthcare, the Haitian health system, and immunization stakeholders, preferred.

  12. Ability to travel up to 30% of the time to the field required.
