JSI leads the external evaluation of George Washington University’s (GWU) Atlantic Fellows for Health Equity (AFHE) Fellowship Program during the initial phase of its operation as part of the Atlantic Philanthropies' (Atlantic) Atlantic Fellows Program. JSI’s external evaluation assesses GWU’s institutional capacities position it to fulfill its goals, tracks program effectiveness over time, and informs Atlantic’s decision whether to fund the investment beyond the initial period.
BACKGROUND
In 2018, Atlantic invited GWU to join the Atlantic Fellows Program—a community of seven other leadership and equity programs conducted around the world—during a two-year "incubation period." The AFHE program, based at the George Washington University Health Workforce Institute, aims to develop global leaders who have the knowledge, skills, and courage to build more equitable health systems and communities.
AP EXTERNAL EVALUATION
As the Learning and Assessment Partner (LAP) for the AFHE program, JSI hopes to share our learnings to spark dialogue that will ultimately improve programming and contribute to an increase in health equity across systems, communities, and organizations. Based on JSI’s evaluation, Atlantic will assess the long-term prospects of the grant based on progress toward the developmental milestones and short-term indicators to ultimately decide whether to fund the investment beyond 2020.
As the LAP, JSI provides technical support and evaluation services to guide the program. In collaboration with AFHE staff, JSI created a Theory of Change that identified three key pathways crucial to achieving the program's desired outcomes: enhanced skills, capacity and drive among fellows; an organizational context that fosters equity and leadership development; and access to active professional networks both within and outside of the AFHE and Atlantic Fellows community. The evaluation approach uses multiple methods and data sources to assess the change pathways, including fellow and staff interviews, direct observations of learning sessions, reflective journaling, and curriculum and online content review.

The External Evaluation of George Washington University’s Leaders for Health Equity Fellowship Program is a two-year project funded by Atlantic Philanthropies and implemented by JSI.
