The Linking Eligibility Across the Ryan White HIV/AIDS Program Parts – Dissemination Assistance Provider project aims to increase access to care for people with HIV by promoting efficiencies in the Ryan White HIV/AIDS Program (RWHAP) eligibility determination and confirmation processes.
JSI will work closely with our project partners and RWHAP recipients, subrecipients, and clients to: (1) assess current systems, processes, technologies, and tools for determining client eligibility, confirming eligibility, obtaining client consent for intra-agency data sharing, and improving the customer experience with applying for and continuing RWHAP services; (2) coordinate peer-to-peer information exchange to share support, guidance, and feedback on best practices; and (3) develop and disseminate materials to help streamline eligibility processes across all RWHAP Parts.
As a result of these efforts, we aim to achieve the following objectives:
1. Promote efficiencies in the intake, navigation, and determination of RWHAP client eligibility and confirmations across all RWHAP Parts
2. Improve the customer experience with applying for and continuing RWHAP services
3. Reduce the administrative burden for RWHAP clients and providers
4. Increase the availability of tools that RWHAP recipients and subrecipients can adopt and adapt to help streamline eligibility processes across all RWHAP Parts
This project is intended to support RWHAP recipients and subrecipients to successfully implement the changes and clarified guidance outlined in Policy Clarification Notice (PCN) 21-02, Determining Client Eligibility and Ensuring Payor of Last Resort in the Ryan White HIV/AIDS Program, which replaced PCN 13-02, Clarifications on Ryan White Program Client Eligibility Determinations and Recertifications Requirements. JSI’s previous work to assess RWHAP eligibility determination and confirmation policies and procedures helped inform the changes incorporated into PCN 21-02. This new project represents an important opportunity to continue working with the Health Resources and Services Administration HIV/AIDS Bureau to reduce administrative and client burdens while enhancing continuity of care to ensure that clients have access to medical and support services in order to achieve viral suppression.
