JSI brought together cold chain stakeholders from different regions and levels of the health system for a co-creation workshop as part of the Cold Chain Maintenance project which began in November 2024. The workshop included cold chain technicians from EPSS national and cluster hubs; PMD-LEO, Regional Health Bureaus (RHB) and facility level bio-meds; MOH/EPI focal from the national and sub-national levels; supply chain staff from Ethiopian Pharmaceuticals Supply Service (EPSS); and UNICEF and JSI as partners. A human-centered design (HCD) approach was applied to create an opportunity for this diverse group to discuss the cold chain maintenance system, understand different perspectives, and get collectively creative with defining solutions.

This report provides details of the HCD process applied during the co-creation workshop, a summary of the discussions, insights into the successes and challenges of the maintenance system, and the innovative solutions to implement. Participants developed a work plan and identified key performance indicators that will support and strengthen the maintenance system. We also aligned on expectations, both from the workshop and for project implementation, to manage expectations of EPSS, PMD-LEO, MOH, JSI, and other partners involved in cold chain maintenance.
