Technical Brief 7: Results-based Financing in Tuberculosis: Enhanced Verification of Successfully Treated TB Cases for Incentive Payments and Improved Patient-centered Care in Kyrgyzstan

TB treatment involves prescribing effective treatment and closely monitoring patients clinically, all within a comprehensive patient-centered approach that addresses their psychosocial needs in a convenient and accessible format. 

Prior to the JSI-implemented USAID Cure Tuberculosis project, PHC doctors would submit paper-based notifications of successfully treated cases to the Mandatory Health Insurance Fund (MHIF), which would authorize payment without any clinical verification of cases. Cases for payment were entered into a Financing of Treated TB Cases software system at MHIF developed previously with USAID support. Documents submitted for payment sometimes failed to meet successful TB treatment outcome criteria.

The Cure Tuberculosis project designed an assessment to evaluate the implementation of the payment system in order to inform recommendations to improve the verification system.
